Security can be accomplished in a few ways. Back in the day WEP encryption was believed to be secure, but lately, it has been shown to be crackable within hours, even minutes with two laptops. WPA(2) encryption is supposed to be more secure, so go for that (your hardware most likely supports this).
Then there is MAC control. You can enable access only based on MAC address of your network cards. This isn't watertight, for an attacker can spoof MAC addresses, but it helps a little too.
Setting up both methods (MAC control + WPA(2)) will scare off the scriptkiddies/neighbours alright. If you have a Linux machine in your network, you might want to look into arpwatch (maybe there's a windows tool that does the same too). This will inform you when a new MAC address has entered your network.
But the best solution, of course, is to simply turn the WiFi stuff off when you don't use it ;-)

If you can access the router screen it should come up with a password box saying ADMIN,type admin into the password box & it should let you in.Then follow the instructions,make yourself a password as long as it will take,I think at least 16 letters,save that,click in the enable circles & continue to fill in the rest of the requirements.If you have other pc's or lap top,you will have to give each one a name to allow them access.Theres to much to write here for full instruction,if you cant figure it out you can email me & I will try to be more detailed.I dont have a belkin so am assuming there set up is the same or similar.Hope this is some use to you.

i don't know how the belkin router's config looks like, but i have a 3com officeconnect and just log onto the config screen. To log onto the screen you usually open up a browser like mozilla and enter http://192.168.1.1. this usually brings up the config. Or you can open up command prompt by typing it in the "run" area where the windows start button menu is at.
Then find something like firewall or Mac Address filtering and enable it but make sure that it detected your mac address first. Then save the settings. Hope this works if not then goodluck.

Most routers have a built in firewall anyway. Belkin will for sure. It will be set up automatically, the problems start if you want to download anything as it wont get through the router. Then you need to set it up to allow this.
