New BMW Without Plates or Papers on Front Windshield.?

There is this new BMW purchased about 11 weeks ago with no license plates front or back, and no papers in the front windshield. How can this person get away with driving a car like this without papers of some sort. Is 11 weeks without plates long?

They must be good at evading cops, because there should at least be a paper taped to the front windshield. If they ordered vanity plates, they can sometimes take longer to get, but nearly 3 mos. is excessive.
