My neighbors apartment smells so bad(nicotine and dog) that I can't open my windows at all to get fresh air. Landlord and her boss won't do anything about it. It has to be a health issue or something for me. I need some resources on who I can call. If there is a health code or what. I would love to move but can't afford it right now. He has a dog that is never outside. He is an alcoholic who doesn't care. I have to run my a/c when it is 60 outside. Now that is some bs! Sombody help me!

Do you have an animal welfare in your area? Maybe you could contact them 1st and complain the dog isn't taken out. They may well visit your neighbour and could then make the neighbour clean up the apartment for the dogs benefit which in turn will benefit you. If they feel the dog isn't being kept in a suitable enviroment they could remove the animal.........it won't stop the smoking---but would remove the animal smells---and maybe get the poor dog a better life.

I agree you should move, I am sure there is another apartment you can move to. Or if you are still under a lease, tell your landlord to do something or you will break your lease.

A lot of local news channels have segments that people can contact with issues like this, then they help you resolve it. I am sure yolu are not the only neighbor that is being effected by this. I would file complaints with the housing authority, the health department and anyone else you can think of.

You can contact your local housing authority, but you may cause a tempest. If your landlord and manager find out you've done that, and they brand you as a 'trouble-maker,' they may give you notice to move. Legally, they have to provide a reason for the eviction (e.g., they're refurbishing your unit, and you can't live there while they do it), but getting help before you're evicted could be an issue.

I would go to the local housing authority, explain your situation, that you can't afford to move, and that you're afraid of retribution. I absolutely wish you the best . . .

Get some advice from a good lawyer. You can put your rent in escrow until the landlord takes the situation in hand. Send a certified letter to your landlord, stating your displeasure with the bad tenant. Ask him to please take care of the situation as soon as possible would be appreciated. Do not threaten to withhold the rent. Keep a copy of the letter & you will get the signed card back from the postal carrier, showing the landlord has received the certified letter. Wait a reasonable period of time, then take a copy of the letter to a lawyer & see what your rights are. Good luck!!!!

I suggest you move out of that place you're living at! The air can be very bad for you and may cause some kind of sickness.
