It is called "distribution"

the entire bracket is multiplied by 1/2, therefore every term in the bracket gets multiplied by 1/2.

(2 + 2i)/2 = (1/2)(2 + 2i)
= (1/2)*2 + (1/2)*2i
=1 + i

general rule:

k(a+b) = ka + kb
