It is from the French vexer and Latin vexare, meaning ‘disturb or agitate’. But in English (at least in the north) vex can also mean to confuse.

it means to upset or unsettle a person.
Its an old fashioned term, Scarlett O'Hara from Gone With the Wind often behaved in a manner that vexed the people around her by say, driving a buggy by herself.
