A parabola with vertex at the origin is of the form y = ax^2

We need this to be shifted up 4, so add 4:

y = ax^2 + 4

We need to shift it over 4 right so x ---> (x-4)

y = a(x-4)^2 + 4

we want

1 = a(0 - 4)^2 + 4

or a = -3/16

so y = -3/16(x-4)^2 + 4 should do what you want.
