Up to a point. You can espress hate speech as long as you are not urging or inciting violence or other crimes against anyone else.
As someone once said: You have the right to swing your fists, but that right ends at the other person's nose.

The act of saying the "hate" speech is indeed covered. BUT...and this is a BIG but(t)...There is no requirement that the person speaking the hate has to be heard. This means, you do not have to provide a forum for their speech. "Freedom of speech" does NOT mean "freedom to be heard." That part is often overlooked.

I would like to be idealistic and to say that all speech is covered by freedom of speech. There are many people who want to take advantage of that for their own causes, such as Islamic fundamentalists who advocate Shariah law, people who deny the Holocaust, or fundie Christians who call the separation of church and state the work of the "devil."
But the constitution is clear, and I'd rather deal with the problems that result from too much liberty, rather than too little.

There are cogent arguments that it shouldn't be, at least in extreme forms. If speach is an incitement to illegal acts of violence, for instance, it isn't protected. If speach is meant to cause harm (shouting 'fire' in a crouded theatre to cause a panic in which people may be trampled is the tired example), then it isn't protected.
OTOH, some things that are today characterized as 'hate speach' are, in fact, political speach that is currently out of favor, and thus most in need of protection.

Even acts are covered by the freedom of speech/1st ammendment if you are making a statement or expressing your opinion.
