It's cheat. You have to pay attention to the end of the song to get it. She sings something about cheating on her, and he sing, "No, I won't do that.". So it's about him cheating.

I think we're supposed to figure out that he doesnt really love her, but is copping out like this. However, promotional-wise, he knows we all think something sexual is involved. Maybe licking her, or touching naughty parts of her body or his body, or something of the sort. Evil things are so attractive, after all, arent they?
