Routers take information from one network and send them to another.

In the case of a large organization, it's possible for each floor or each department to use their own network segment with a router in-between.

In the case of home networking with DSL or Cable, you can use a Router to keep the Cable network separate from your PC network instead of being a part of the cable side.

You put in a barrier and have the router pass along ONLY the traffic that's headed to the Internet, while other traffic among your PCs stays on the inside.

The short of it is that routers separate networks and pass traffic between and among networks.

IP is just one of many ways for PCs and other devices to send information to each other. It's common because it's standard among all platforms (Linux, MacOS, Novell, Microsoft). But inside a local network, it's possible to use other forms of transfer between machines as well.
