I removed the toilet to get rid of a clog, and when I did so I noticed a rusted toilet flange. So I purchase a 4" flange, but it will not fit around the pipe running to the toilet. There is a gasket of some sort that appears to be connected to the pipe that needs to be removed prior to installing the new flange into the floor. Any ideas on how to remove this gasket?

The gasket is cone shaped and around the outside it says "4x3" "Ring must be fastened to floor". It looks like if this was removed, the flange screwed into the floor, and then this gasket slid back into the pipe through the flange it would mate perfectly.

I just did one for my wife's Aunt. It is pretty simple, you likely have a cast iron flange in the floor. Rather then replace it you can get a repair flange that easily taps in under the existing one. The cone thing you mentioned is part of the old seal, clean it and everything off carefully using a light hammer and putty knife. Between the flange and concrete will be caked rust and wax etc get it all cleared then tap in the repair flange put on the new wax seal and carefully set the toilet back on it. Tighten evenly but take care not to over torque.
The next time it plugs before you take the toilet up try running a water hose through the window and take an old towel and stuff it around the hose sealing off the drain hole, hold the hose and have someone turn the water on full force, the pressure will build up between the clog and towel and force the obstruction free. Try an inside mount toilet flange.The gasket has to be on the flange for a water tight seal.You could also change over to a PVC flange and a PVC elbow.Then connect the PVC pipe to the cast pipe with a no hub rubber clamp.

the metal flange screws into the floor boards, and then a wax ring goes between the toilet and the floor and the bolts connect to the flange. set it down once right or you will be needing another wax gasket. The hardware store guy explained it to me and it was pretty obvious after that. go for it

This is a replacement/repair flange. It is held in place by the screws going through the four holes in the outer ring. Remove the screws and it will be loose.

I would take the whole toilet, the old gasket and the flange in to Lowes and ask them.
