Diplomacy is saying the truth in a kind way, and doesn't seek to mislead.
Dishonesty is leading someone to believe something other than the truth.

The motive is opposite.

If what you are doing is fair and moral then generally you can resolve things diplomatically with out the need for dishonesty.

It's all about gaining peoples trust and then proving they where right to trust you.

Then you can take them for the really big con.... just kidding.
