If you aren't trained in first aid, you are limited in what you can do, but, if the person died, and you hadn't bothered phoning an ambulance, you could be charged with contributing to death. I can't remember the exact wording of the charge, but it involves indifference. Nobody needs special training to dial a telephone.
I would also assume a person who ignored a person in distress like that was a pretty sorry excuse for a human being. I am glad that doesn't describe you.

I know that if you are involved in a car crash and drive off you can be charged by the police for leaving the scene of an accident.
I'm not sure about the work environment but it would certainly be a very ignorant and potentially dangerous thing to do. What if the person was having a heart attack and died? How would you feel having that on your conscience for the rest of your life? Getting help as quickly as possible makes all the difference in life threatening incidents so you should never walk away - at the very least call for help!

No, you are breaking no laws! Just showing an appalling lack of humanity.

If the state in which you live has a good samaritan law, they would be violating that law.
