A document is permanent; it does not change. The world however, like humanity itself, is constantly changing. The constitution was a fabulous document in 1776 but the reason amendments are made is because eventually the changing nature of the world requires that the law changes in order to adapt to the circumstances that surrounds it.
The Bee Gees, who are the fifth most successful recording artists of all time, were once asked what the secret to their success was having a career that spanned four decades; their answer: "you must change with the times".

Over time, people felt some things needed changing. The procedure for changing the Constitution is outlined in the Constitution. By amendments, the House has to vote for it, Senate vote for it, the President agree to it, and 3/4 of the states have to vote for it to get the amendment approved and a part of the law.

Either
a) partially repeal the Second Amendment to say that there is no individual right to bear arms, only a communal right, or
b) specify that there is an individual right to bear arms
You can debate whether we should or should not have gun control and whether the current Constitution does or does not allow it, but the Constitution should be amended, one way or the other, to either clearly allow it or clearly not allow it.
