Sneakers? No. That is NOT formal. If it has wide laces and rubber soles and no heel, it's probably casual. If it's not brown or black, it's probably casual. I take it your parents did not teach you the difference? Shirt: collared, buttoned down, tucked in, cuffs buttoned. Wear a proper undershirt, plain white cotton t-shirt. Tie should be striped or solid, no prints. Use a REAL knot, a double windsor. A poorly tied tie severely diminishes the presentation. If you plan on eating, wear a tie clip or pin. Tie clip, NOT a clip-on tie. Tie clips keep your tie in place. Trousers: You have more leeway with this. If there are more than four pockets, it's not formal. You have two front pockets and maybe two back pockets, sometimes one. They must fit right, nothing baggy. Dockers are fine. Cargo pants are not. Jeans are not. Your belt is more for decoration than function. Belt: Leather, black or brown, match to your shoes. Nothing fancy, plain leather belt, with a normal buckle. Socks: if your pants hang right, when you are seated some of your socks will show. You can get away with cheating with socks. Black cotton tube socks are comfortable, and can work unless you actually own proper dress socks. Do you have a proper dinner jacket? It does not seem likely. Get one, or make do with a nice conservative cardigan (but it will make you look like an old man). It's approaching fall, so the weather might be cool enough for you to wear a coat. If she says you are over-dressed, tell her she is stupid and does not know what formal means. Casual would be a polo-shirt and dockers and some loafers and a sweater or cardigan. Your belt can be a little more decorative here. A braided leather belt can work, again try to match it to the shoe color. Since it is getting colder you should wear an undershirt as well. You can wear tube socks or no socks. In both cases, if you have facial hair, it should be trimmed and neat. No stubble or 5 oclock shadows. Cologne and aftershave should not be overpowering.

No sneakers when you dress up! A sports jacket over a shirt. Slacks are okay. If you wear a vest over a white shirt, you will look like a waiter. This could be a test, so, surprise her!

lolol I haven't got a clue what "classic vans" or "jordan aqua 8's" even look like, but getting a clue from the word "sneakers" it suggests to me that one wouldn't go out to dinner "semi-formal" wearing sneakers. How about a nice pair of regular black leather shoes with those black slacks? The rest of the ensemble sounds fine to me, and in addition, if you just bring your charming, witty, friendly, conversational self to the party, you ought to be a hit with both your girlfriend and the other ladies.
P.S. you aren't paying for all of them I hope LOL

OK your girlfriend said it's formal but not that formal ? ask her what that means and what your to wear cause if you meat her with the wrong clothes she will be mad. So I suggest that you ask her what to wear and what is formal but not formal? If it's formal what you said sounds nice. Ask her also if a tie is required. Some places it is. If it's Casual wear a nice pair of plants and a dress shirt no tie. nice shoes no tennis shoes.

well, if youre going somewhere super fancy, that sounds good. but your sneakers will not do. find something else. If its not too dressy, you could do dress shoes. But if you are going somewhere more casual, just wear a nice pair of jeans, a collared, buttoned up shirt, and some nice shoes. Also, dont forget to wear cologne ;)

i wouldn't go with the vest. make sure that you can roll the sleeves up on your white collared shirt. that instantly gives you the option between being more or less formal. go with plain black slacks and the classic vans. bring a cute blazer too. it adds dimension to your look and can also make you instantly more or less formal.

A nice shirt with buttons (no designs or wacky colours) with a matching tie, black dress pants and black dress shoes (NO sneakers).

Eh, is it like some fancy dinner place?
If it is, wear some tux and be clean.
If it's a dinner at something like an Apple Bee's or Olive Garden, wear something that is casual, but doesn't stand out either.
