No, because though provoking questions that are sometimes dry, diplomatic and contain a lot of facts usually get ignored.
Questions that are rife with attitude and trash talk get 40 answers or questions that provoke people to vent about what pisses them off do well also.

Not really, sometimes people ask questions that others do not find stimulating to them, however that does not mean the question is dumb, or should not be asked.
