I'm used to being barefoot so long now, wearing any shoes would definitely be a distraction! It's not gross or dangerous; feet get very tough very quickly and are fully washable. I've not had any problems barefooting in over ten years, everywhere I've been, including many places far dirtier than a school.
As for others, I don't think it would be that distracting. We had no school dress code at all in my high school; while I didn't go barefoot nor knew anyone else who did, we did have quite a few kids who had other kinds of alternative dress, including piercings, brightly colored mohawks etc... we even had a teacher who sometimes wore a middle-eastern kaftan (type of dress). When someone first came in, we'd look and comment for a minute or two, then *because* no one made a big deal of it, the teacher would call our attention back to the order of the day and we'd go on with class as usual. Nowadays I regularly read news articles about suspensions for dress code violations, zero-tolerance causing problems, student protests, all about schools that are located half across the world from me, but through the 'net and all the media attention I'm reading about it here! How's that for 'distractive'? Besides, if I had my choice of two lessons, 'dress for success' or 'don't judge a person on appearance' I know I'm very glad I learned the second one... first one never worked for me, second one did and still does. If I ever have children I'll make sure to find a school where they too can be taught that.

Too much time on your hands? Whatever made you question this? I would say that it depends on a lot of factors. I don't personally like going barefoot, but I know that a lot of people do. I wouldn't care if they went barefoot, unless their feet smelled. On the other hand, this would only work in warm climates. If I were in Minnesota during winter, it would definitely be a painful distraction to be barefoot!

it woudl be a really big distraction because every one would be staring at each others feet all day.
You would also keep checking ur own feet and wiping off dirt.
It is also very hazardous for your health because you may develop some sort of fungas or step on something sharp.

I would be concerned with bare feet being stepped on and causing pain and injury . School floors are frequently dirty. Who would want to walk on them with bare feet.
