I am a beauty therapist and when we were studying make up we were told not to put it on the pink part of eye as it can irritate the eye, but we had someone on our course who had already done a make up course and she was told you can.
I use to but found that during the night that it would smudge and you would end up with nothing in the middle and smudge parts on the end.
We were taught to put it as close to the lashes as possible and to then smudge it to give a soften look.
Liquid eye liner is really hard to put on and you need to practise quite a bit to get the technique right, it has to be done in one movement really or it can look uneven and make sure that you keep your eyes closed for a 30-60sec to let it dry or you will smudge it or have lines further up your eyelid.

If you put it that close to your eye, it WILL get in your eye and you will get irritated, tear up, and it will smear.
Put your eyeliner as close to or IN the lash line as possible. I try to get mine juuuuuust above the lash line, so it blends with the actual lashes. Don't push too hard, you can hurt your eye or pull out your lashes.
Try using a clay liner first (like the kind Mary Kay people sell, the package it comes in will tell you what kind it is, or ask a salesperson), it is easier to put on and take off, and you can get both thin clean lines and thick smoky lines with it. Liquid eyeliner is VERY difficult to put on, but it can create some very daring, clean lines for you. Pencil liner is hard to get on, so warm it up a bit first (do NOT microwave it, hon!), but don't get it so warm it melts and burns your face. Ask your mum for help on that one, if you need it.
It takes lots of practice to get it right, so I suggest taking about 20 minutes or so and just put it on and take it off a few times to get the hand of it. GO SLOWLY.
Hint: also buy eye make-up remover OR use vaseline to get it off. Regular soap won't do the trick. I suggest make-up remover, as vaseline gets goopy and can clog your pores.

awe.. that's kinda a cute question =)
make it a TAD bit smudgy thru your lashes.. give it a smoky look... but dont over do it-- you'll look gothic..
try to keep it simple in the day.. and add a little extra in the evening hours (if you are going out that night)

I put mine only on my top lid. I just put it on around my eyelash line. If you do put it on the bottom just do it in the outter corners.
