F - N = N - F
Each line between atoms represents two electrons.
The double line between the two nitrogen's represents two pairs of electrons - (4 electrons).
When the drawing is complete, each Fluorine has 3 lone pairs ,and each Nitrogen has 1 (one) lone pair. One covalent combining pair between F & N and two combining pairs between the two N's.

It's very similar to a diagram for ethene, with a double bond, except you need a lone pair on each N atom instead of one H atom. Note there are cis and trans isomers of this molecule.
