I'm confused because there is no author, it has 11 tablets, and there are line numbers, so how would I do it?

Unless you're reading it from the original tablets, cite the source from which you're reading the Epic. This is really important because different published copies might vary slightly, especially if they are translations (which I'm guessing it is, unless you can read ancient Babylonian)

Like most Epic Poems you would cite by verse and line if available in your copy. If not, use just lines.
