Every company he has tried to run has failed. He is a failure in his present job. That is not a good sign he is much of an administrator.

I don't think so. His management style, basically where he dictates policy, would work if he weren't incompetent and people outside the government had faith in him (a majority at least). He's not good at rallying support or explaining himself either.
One thing I will give him credit for is consistency. It seems no amount of external criticism, or opposition to his ideas will cause him to change courses. This could be a valuable asset, however for reasons I mentioned above is not desirable in his case.

To be an administrator you have to actually HAVE some power. The only power he truly has is Veto power and the only thing he's used that for is to prevent scientific research on stem cells and to prevent withdrawal of our troops up to this point.
Bush is just a mouthpiece.

he is considered an over-administrator, franklin d. roosevelt used to talk about this issue a lot in admitting he knew nothing about the military and ordered his general,george marshall and ernest king to take care of this,george is just like lyndon.b. johnson and harry s. truman
