I have a Dell widecreen monitor. How can I get it to play powerpoints full size on the screen instead of those black bars on the sides?

It is showing the power point presentations in the format that they were designed in.
If you want widescreen presentations design widescreen power point slides.

when you're making slides go to page setup and change from Portrait to Landscape.
dont use powerpoint a terrible amount (if ever, though i did take a class on it a few years ago) I think if you select all your made slides and then go to page setup and do that they will all change to landscape.
if none of that works look into the View menu.
