A special clamp used to close tubing in a lab setup. If you google image search "pinchcock clamp" you'll get pictures of a few different kinds.

A tubing clamp...pinch to open clamp, release to close clamp.

A Pinchcock Clamp is a 'SCREW' type clamp used on rubber tubing to stop gas flow.
It is sometimes called 'MOHR CLIP'.
