1. trading or giving away accounts is illegal
2. ask Jagex for your account back, you may be missing some money and items, but they should track all items, and you still will have all your stats.
3. Jagex knows the last IP address that logged in to your account, they will be able to reprimand that person in one way or another.

Just be careful when someone says they'll give you something in Runescape but they ask for your username and password it's 100% time a scam. Never give your password to anyone!

Why don't you e-mail runescape and complain to them? You should have an e-mail confirming that you got a pass, so why don't you just tell them you had yours taken and you'd like to get a new one?
