Why is this propaganda being pushed on Questions? Who is behind it? Who is paying for it?

to be honest, i find it very annoying. i'm not that concerned about Europe politically since not much ever goes on, so i don't see why they have to shove it in my face all the time. if people want to answer it then great but why so much advertising?
who knows who's behind it. it's probably another government scheme by the looks of it. i hope not.
