Penn State. It goes back to the 1982 Penn State vs Nebraska game when the Huskers were robbed when a Penn State receiver caught a ball that was obviously out of bounce. A play or two play they scored the winning touch down. This was Nebraska's only loss of the year, costing the Big Red the National championship.

Rutgers should be, because of their classless actions towards Navy.
I hate tosu, but that's pure rivalry. Illinois has the worst fans that I've seen, and Wisconsin's fans are annoying, but in the little brother sense.
