A satellite inside the atmosphere would be dragged down and fall, buring in the denser layers of the atmosphere; essentially NOT being a satellite anymore.

Friction.

If a satelite were within the atmosphere, it would be colliding with the air as it went. This would create drag and the satellite would slow down. When it slowed down, it would not be able to maintain its orbit and fall to earth.
