Viagra does not work by relaxing the blood vessels of the penis. Instead it enhances the natural processes that take place when a man is sexually stimulated. It does this by controlling what we might call the "Softeners" -- the chemicals in the body designed to make the penis go soft after an erection.
It works something like this. When a man is sexually stimulated his brain sends signals that trigger the production of chemicals that relax the blood vessels in the penis. It is now generally assumed that ED is caused by an imbalance of Hardeners and Softeners. The body is either not producing enough Hardeners, or too many Softeners. Either way, the result is the inability to sustain an erection.
What Viagra does is block the production of Softeners. This allows the Hardeners to build up in the blood vessels of the penis and create hard, sustained erections.

If he has high blood pressure and diabetes, maybe Viagra isn't the best for him. Viagra acts only as a "lock" - it prevents blood from flowing out of a certain body part. It's not a magical stimulant! But it burdens the body with increased blood pressure. If he already has this and diabetes on top of this, that's not a good sign. If he can't get these other medical issues treated properly, he (IMHO) shouldn't be taking Viagra.

Viagra is for treating ED (which means the penis isn't getting erect). If you take Viagra and it does get erect then it has grown in both length and width.

If your "normal" erection is already at 100% capacity then Viagra will give you your normal 100% erection -- BUT if your normal erection is at 50% capacity (not unusual in ED) then Viagra will give you a 100% increase in size (ie: double it).

The important thing here is that Viagra is for treating ED - it's not a recreational drug. If you don't have ED then you don't need it.

Not really, as all others have said. But since it does relax the muscles around the arteries that then allow the bloodflow to increase into the penis, thus causing the penis to become erect, it actually is a bit bigger - but not in the sense you are probably asking the question. In other words, you're erection is *temporarily* larger due to increased blood filling it, but that's as far as it goes.

Naw man, lol, it just helps you get an erection. There are manual exercises that work, they include stretching and engorging the penis with more blood (like an ultra erection).
