I understand there either has been or will be a mandate by the FCC that Wireless Base Transmission Stations will need to have 8 hours of power backup, possibly in the form of battery backup. This recommendation came out of Review of the Impact of Hurricane Katrina on Communications Networks.

I'm trying to find out if that "8 Hour Battery Backup" was either a recommendation or some sort of an official mandate/ruling from the FCC?

I was able to find this document on the FCC website, but its just the write-up of the Review. It doesn't specify what any rulings or mandates might have been.
