It would depend on which purpose you are talking about. Baking soda has several uses. If you are talking about in baking, the answer is no. NaHCO3 will decompose to Na2CO3, CO2 and H2O at high temeratures. That is why it is used as a leavening agent, because it releases CO2 gas at high temperatures which causes cakes, etc to rise and become spongy. Na2CO3 will not release CO2 at baking temperatures.

No, washing soda is sodium carbonate

The difference is important because baking soda easily releases the extra CO2 to form gases to raise dough in baking while washing soda is a stronger alkalai and does not easily release gas but does give a soapy alkalai feel and taste.
