during the cold war,
the first world was the "developed" capitalistic countries: US, Canada, western Europe, Isael, Japan, Australia and maybe a few other places.
the second world was the Communist Bloc ("developed" but not capitalist): Eastern Europe, Russia, China, N. Korea, Cuba and a few others.
thus the third world (usually called "developing countries" or "less developed countries" today) were the other nations.

the term Fourth World has also arisen to describe marginalized aboriginal peoples within "developed" nations.

There is no official record that "third world countries" are uncivilized. There may be a wrong perception. "Third world countries are also called "countries in development" because they are lacking technology and most of the time natural and human resources. Third World Countries, -Non aligned states-were those not in agreement with the USSR or USA during the cold war era
