Absolutely! Right now, in a hurricane, those folks are dumped in with everyone else, including children and other vulnerable people in the shelters. With the noise and confusion and chaos in a shelter, it'd be very easy for someone to grab a child and do whatever. Obviously, we can't NOT let people into shelters, because well. . .we don't intentionally let people die that way in this country. . .but knowing they're not in shelters with kids would be a big relief for a lot of folks.
For an example, say you've got a 4 year old and this other woman in the shelter has a 4 year old and your kids hit it off. The obvious thing to do is to let the kids play together, right? You both have fill out some paperwork the state wants in another part of the shelter. They don't want you to bring your kids over there and disrupt anyone. So the other woman watches your kid while you fill out paperwork and you'll return the favor.
A man comes up and talks to your child while you're in the other part of the building. He tells your kid something and then tells the other woman that he's your brother. Your kid goes off with him.
You've never met that man in your life. He molests your kid and your kid can't remember exactly what the man looks like later, can't pick him out of a crowd - remember this is a 4 year old who knows that the house might not be there when you get back, knows that people die in hurricanes. The kid's already, understandably, a little traumatized. And now the kid's been molested in a public shelter and, as if things could get any worse, no one knows who the guy is.
Those kinds of things CAN happen in shelters. Putting sex offenders in shelters with the general population make the more likely to happen. Getting them out of the shelters means that you don't have to look quite so suspiciously when someone offers to sit and watch your kids for 10 minutes so you can decompress and drink a cup of coffee.
I think it's a great idea.

With every day pass, our country is getting into more and more trouble. The inflation, unemployment and falling value of dollar are the main concern for our Government but authorities are just sleeping, they don’t want to face the fact. Media is also involve in it, they are force to stop showing the real economic situation to the people. I start getting more concern about my future as well as my family after watching the response of our Government for the people that affected by hurricane Katrina.
