There is no fixed limit for that.
Once medical literature said that any penis able to ejaculate inside a vagina was good and appropriate.
Lately some scientists think that a penis can be considered good appropriate if ranging within 10-18 cm.
Anyway, it only gets a recreational value, where a well shaped penis will give more satisfaction and lust.

Usually, anything under 4 inches is small, because it is the first 4 inches of the vagina that have the nerve endings. Anything from 4 to 5 is below average, but not small. As long as it works, who cares how big it is?
