There is several reasons why a car will fail for high emissions, these are the things to check:-
1) If the car has not been serviced recently, get it done (Chance the spark plug, air filter etc).
2) Run fuel additive clean up through the car (Redex etc).
3) Check out the positive crank ventilator system as over time the system can become gummed up.
4) Check the engine oil level, if over full the oil will be carried over into the combustion chamber.

Do everything Micky T says..it's good for your engine anyway....it will lower the emissions...but not by a lot.
It acually sounds like the catalytic converter has a problem.
Even at 82,000 miles this is'nt unknown to have beome defective.
Either the catalytic box on the exahust needs changing or it will be the lambda sensor in the downpipe from the exahust manifold.
I'd try the sensor first,it's not a difficult job to do...just find the sensor on the pipe and disconnect the wire-plug....unscrew and replace.
A defective lambda sensor will tell the engines computer to increase the amount of fuel to be burnt(which doe'snt get burnt)...hence the high co emissions.

Some of the things you could look at your self is firstly change the air filter, secondly the spark plugs, they could be worn (gap to big) this will cause the timing to be off, thirdly the distributor cap and rotor arm,so basically a service. You could also look at things like injector cleaner and catalytic converter cleaner.
If all this fails get the timing checked.

you can get your emissions lowered by a machine they use in the garage, also put a petrol cleaner in with your petrol next time you fill up, most garages give you a free retest within the 7days deadline.
