Federal Leaking UNderground Storage Tank (LUST) regulations were passed in mid to late 1980's and went into effect in 1988. This would be a good starting point for you.

These laws had the biggest impact on the underground tanks at your local gas station.

Environmental laws DO NOT stifle job creation. If anything they create jobs. Environmental laws stifle profit creation. Environmental laws exist because companies are (trying to save a $) taking shortcuts and being lazy. It's easier/cheaper to dump drums of toxins in the woods than to dispose of them properly - which costs money. Ultimately this drives up the cost of goods and services with environmental implications. Car batteries, tires and used oil are examples. The laws exist because given the option companies/people won't do the right thing. They do whatever they can get away with for the least amount of cost.
