Is it necessary to have mass when your having a "quinceanera" or sweet 15?

It's not necessary, IMO, but it's desirable.

If you don't want a Mass, perhaps you could agree to a short prayer service or session with your family just prior to the party--a little Scripture, a hymn or two, some blessings over you and a couple of prayers. Maybe 15 minutes worth to say "Hi!" to God.
