Your PC uses a "local IP" on teh LAN,

If you mean your "WAN" IP, then that is assigned by yyour internet provider, so short of constantly going therough a web proxy in another country to slow down you browsing, NO

you can put any IP address you want on your computer, BUT
don't expect to connect to anything.

Packets are moved around the internet by routers. Routers have routing tables so they know where packets should be sent by destination address. If you try to use an IP address that the routers think is some place else, any packet destined for the address your using will go where their routing tables tell them- some place else.

Go download a Proxy, it masks your IP with another IP from different countries around the world.

You can use a proxy to mask your IP address to others. There are many complicated programs that you can download and install that will completely change your IP address, but the easiest way to do this is to use an online based proxy browser. Try any of the following:

Configure a static IP address.
But is useless if your network uses Network address translation cause when you connect to net it will use IP from pool of IPs or if using PAT will use 1 IP to connect to the internet.
