A bit more detail is needed. There are MANY issues involved with guardianship rights. If you are seeking to be a guardian, you need to contact the equivalent of Family Court in your area and petition the court for that.

People do not have a right to guardianships. They are granted by courts because the judges believe they are in the best interests of a child or an incompetent person.

Once you are appointed as a guardian, you basically have the right to make decisions for the child or incapacitated person, but always subject to the control of the court that appointed you.
