Other then for looks, does it have any beneficial use in a garden?

If the tree was removed because of pests and or disease, rake up and put the wood chips in the trashcan with a securely fitting lid. These chips can contain termites, borer beetles, as well as other sources of problems.

Sure, use them as mulch in a flower bed or around a tree. While they 'look' good, they also help keeps weeds from seeding/sprouting.
