Almost a complete engine tear down to get to the piston ring.

So, yeah, it will be pretty expensive to fix because of labor to tear down the engine.

The cost of the parts necessary though would probably only run about $200-$250.

If you plan to do the work yourself a set of rings for one piston costs less than $20.00 bare in mind the entire engine must be dismantled. The head and camshafts must come off, oil pan must be removed and the connecting rod and piston must be pushed out the top after removing the carbon ring around the top of the cylinder bore.
Hopefully the cylinder finish hasn't been damaged. If so the block must be removed form the car and the particular cylinder will need to be re-honed and if you-re extremely lucky the tolerances will be such that a standard new piston and rings can be re-installed in the bad hole.
My advice to you is to completely freshen the entire engine. Bore if necessary and put new pistons and rings in it. Have the rods re-conditioned and check the crankshaft for proper finish and main and rod journals must be miked. You'll need a lot of tools and experience to do everything properly.
If you steal the car at a good price and want it to be a project car fine. Be prepared for large expenditures if you can't do everything yourself. I'm honestly talking 2-3 thousand dollars including machining and parts to do a complete job..

not too bad but if it broke did they keep driving it and tear up the block, other intenal parts and oiling system? looking at prob a new used motor for relacement or having it rebuilt... rebuilds 1000.00 and up or a used motor for 250-700 bucks as I just did this on my daughters neon

It sure could be especially if you have to pay a garage to do it.
If you can do it yourself or a friend can a couple hundred should do it.

If you can't do it your self it will be expensive in labor alone.

Basically, you are rebuilding the engine.
