It's one of the complexities of the English language. In our local dialect "I am a Filipino" is translated as "Ako ay Pilipino." But due perhaps to an agreement which has to be followed in translating some words into English, such has to have an "F" in the beginning. By the way, why do we call people in Netherlands as "Dutch" and not Netherlanders?

Because they like Fish!
No seriously, it has to deal with their history. when the Spanish ruled, they absorbed the Spanish language. in Spanish, there is no 'ph' as there is in English. we just use F.
That's my guess.
