I am painting a wall that meets the staircase, The stairs are carpeted, How can I make sure I do not get paint on the carpet, I cannot use tape,,,

Build or Buy a "paint shield".

I have a number of them: ranging from cardboard to manufactured sheet-aluminum. Jam it in the junction between the wall and the stairs, push the carpeting clear, and carefully cut-in the paint. Take care not to push the carpet fibers BACK into the paint.

Cut a piece of cardboard to match the profile of the staircase (or sections of the staircase). Make sure you have the right brush. A really good brush may be expensive, but it will guide more surely than a cheap one. There are different shapes to the bristles, as well. Tapered bristles do well at "cutting in" a tight area.

In the paint dept they carry a plastic tool that you can use to shield the carpet from the paint.

get some plastic push the plastic down until it goes under the drywall unless you have a base board which it sounds like you don't have that. use a putty knife. good luck

USE TAPE and a drop cloth.
