carry firearms any longer as a safety measure, as they could for forty years prior. Why was this changed in 07/01?

True the ruling came from somewhere else the FAA didn't like it, but that's still what happened.

You (or the person on the talk show) have your facts a bit off.

14 Code of Federal Regulations section 108.11 allowed armed individuals on aircraft, "if the person having the weapon is authorized to have the weapon by the (airline) and the Administrator (of the FAA) and has successfully completed a course of training in the use of firearms acceptable to the Administrator." That federal aviation regulation also established the conditions under which law enforcement officers and other government officials could be armed on board aircraft.

The FAA sought to REPEAL this measure effective November 14, 2001. In response, Rep. Ron Paul (R., Texas) introduced H.R. 2896, a bill that, if passed, would arm airline pilots.
