obviously 3 liters needs to be added.
then using the equation
# of moles = n = cv = concentration * volume
you need
the # of moles of sodium hydroxide from the 5 liters PLUS the # of moles from the 3 liters to EQUAL the # of moles in the 8 liters
so
0.24*5 + c*3 = 0.27*8
then rearranging gives
c = (0.27*8 - 0.24*5)/3 = 0.32 = 32%
so you need
3 liters of 32% solution

the end
.

Volume is 3 litres. (8-5)

Conc. is (.27*8-.24*5)/3 = 0.32

i.e. conc. is 32%.
