When I push the handle to flush and let go it starts to flush then stops. I took off the tank cover and noticed that the flap comes up and then goes righ back down..not letting the water out..therefore not flushing. I have to hold the handle down until it is finished? What needs to be done?

As stated, the chain needs to be adjusted for less slack. You only need enough slack for the flapper to seal. After adjusting, you can check to make sure the flapper is sealing by pouring a couple cups of coffee (liquid only, no grounds) into the tank. Watch the bowl for a while and if the water in the bowl starts changing color, the flapper is not sealing.

The flapper is likely the problem. What I would check in this case is the air that is supposed to be trapped in the flapper to make it float. When you flush, check to see that the flapper is high and dry long enough to vacate any water that may have replaced the air needed for it to float. If this part is OK an the toilet still doesn't flush properly then replace the flapper. Not before.

You need to adjust the chain on the flapper so that when you push the handle down it opens completely. If this doesn't do it go to your local hardware store an buy a new flapper. It only costs a couple of bucks and takes about 15 seconds to replace.

First check to make sure that the chain isn't too long. If it's not lifting the flap up all the way that can happen.
If that's not it, you can replace the flapper very easily. They sell new ones at home depot or lowes for a few dollars.
