I don't know what you're using it for, like if it needs to be clear, etc. But if you mix flour and water it will form a paste that will later harden. We do this to make paper mache. Try one part flour to 2 parts water, then thin or thicken as necessary. I don't know if it will dissolve, I have never tried to dissolve it.

Gelatin or cellulose resin may work. Its the same material they use to make pill capsules. So you can make it by going to an herbalist and buy empty capsules, or you can buy bogus medicines (usually homeopathic ones that only have only have sugar in their capsules) separate the capsules empty and discard their contents and dissolve a large amount of them in lukewarm water to form a sticky gummy resin then make a glue out of it. It forms a sticky goo in cold water and dissolves completely in hot water. If you supersaturate the water with these gel capsules you will get a nice gel like sticky goo that can be dissolved in hot water and hardens in when the water cools off and dries. Its completly edible because your body's metabolic processes breaks it down into glucose. (And does it slowly too by the amylase in your saliva.) This stuff works so well its almost as strong as rubber cement! It will sometimes stick to the pot of hot water if your not careful.

agar gelatine ? it melts at 50°C and dissolves quite rapidly in water, it's edible and at r.t. it's a semisolid gelatine.

[EDIT] another idea: corn starch, when dissolved in water it makes a dense gelatine, nearly transparent.
