Because Bush sent US troops to Iraq and NOT to Pakistan where bin Laden is holed up in a cave or just walking around the streets freely.

osama is the bogeyman that bush can blame everytime he needs to get the attention off something else
the congress was told immediately before its august recess that an attack was iminnent and they had to approve the 6 month extenstion of bush's illegal wire tapping and get out of washington right away or else.......

Because basically, Bubba let him run while his pants were down. Daddy Bush? Perhaps had a shot. Clinton had the most reliable and missed him. Sort of like the WMD debacle when the inspectors were actually expected?! I blame Clinton.
