Of course they are pets. I've had several of the more intelligent or should I say interactive species that I've named, taught a wide range of tricks, they recognize me, show affection when I enter the room, treat different people differently, a friend's fish even plays ball with them. It's a large giraffee catfish in a 220 and it loves to play catch. I guess retrieve and throw the ball out of the water is a better explanation though lots of fish create strong bonds with their owner/trainer/master/keeper/whatever and they are pets.

My fish are my friends who live in water. I try to give them as natural environment as possible for a Carp foremost [however 'normal' an isolated cube of water in a first floor flat can be!!] & consider the decorative value of the tank as secondary to their well being but this generally works well all round.

oh course they are pets you might not be able to play with them or pet them like a cat or dog but they have feelings and need to be looked after just like any other pet so yes they are a pet

Well, they're popular animals at pet stores. Pets, yes, though not in the same way that soft furry cuddly critters are.

well, lets see...
looking at all points and making a comparative list:
1-you have to feed it, and generally you have to feed your pets
2-many people name their fish, like they do their other pets
3-it breathes, as most pets do need to breathe
4-it needs a habitat with things like water, plants, filters, heaters, bubblers (items vary for different species of fish); quite similar to the way a hamster needs a wheel or a cat needs a bed or a dog needs a toy and those are all pets...
I'm gonna have to say that yes, a fish is a living, breathing non-human creature in your care, it has needs which must be fulfilled by you (because it can not care for itself, can't go to the store and buy it's own food, can't clean it's own tank) and it will someday die.
my definition of a pet is a living, breathing, non-human creature in your care which has needs you must fulfill, and a life span typically ending in death
so in my eyes a fish is a pet that should be loved, cared for, respected, and appreciated the way any other animal should be
I have no problems decorating my fish's tanks to match my room alittle (the same way my cat's toys and bed are the colors of my room) however I do not at all see them as decoration, I see them as beautiful living creatures and I do my best to care for them and to insure their happiness under my care

They are definitely pets, decorations only require dusting. Pets require care.
