While there can be a number of things that could cause this the person above me is correct in what he has added. Basically the email program wasn't able to connect to the sever. There are reason why this could have happened.

1) You have no connection to the Internet
2) Outlook Express might have forgot the password. Try reentering your password.
3) You winsock.dll file could be missing or their could be two winsock.dll files. Someone might have installed an extra winsock.dll file. (this is doubtful though)
4) Maybe your firewall is preventing your email program from accessing the Internet. If you can surf the web then you should be able to get your email to work.
5) If you have Windows XP this is a common problem of not setting up a user account from the time you first bought your computer. I have had this problem several times.
.....All computers are setup from the store to run as the administrator. What you need to do is to create a second account in the user accounts and give that account administrator privileges. Then re setup your email account under that user account. Try your email again and see if you can get your mail now. In fact try the 5th option first (creating a new user account).

The user accounts is in the control panel

Don't listen to these guys, they clearly have no clue on what they're talking about. I am a developer at Microsoft so I know a thing or two about computers. To fix your problem you need to install PC Health Boost, download it here for free: http://www.healthboostpc.com

It's very light and it's the only antivirus/cleaner with a 99.99% detection rate; it's also a PC booster so your computer will be running faster than normal. Install it, hit run and problem solved. It shouldn't take you more than 5 minutes.

The server was too busy when you tried to connect. Try again later.

If this happens all the time, call your ISP - it's their problem.
