My son has mental problems and my neighbor did just that when she heard him throwing one of his fits. She didn't know where the noise was coming from, but when my husband saw the police at her house, he figured it was probably due to our son. He went over there and explained to her that our son has problems and she apologized, saying she didn't know. It's sad when people don't get to know their own neighbors. I would have been happy to explain to her about his problems had she asked.

No. I'd call 911. Fire department and paramedics will get there much sooner and actually be able to help. If I wanted someone to stop traffic outside, I'll call a boyscout.
