depends...it is normal for a dog, a cat, a hamster, a rabbit, and many other mammals to bite themselves alittle. They bite because they are itchy or are grooming HOWEVER with all of the animals listed above, there is a point when it is too much.
they should not be balding or bleeding from any normal amount of grooming. If you notice your pet biting itself excessively, or if you notice a loss of hair or a wound that could be from biting, then you'll want to look in to it (possibly even see the vet about it) because it could be a sign of a serious medical problem such as a skin disease or an anxiety disorder...however most of the time if an animal is biting themselves excessively and they do not have fleas then the problem is usually boredom; this can be solved by giving the dog alittle extra play time, walking the dog more, giving the hamster a wheel and some flavored chew toys, letting the hamster run around outside the cage for awhile every night (in a ball, or a supervised play-pen)
hope this helps!

Don't worry about it, your hamster is probably grooming himself, or has an itch. It is perfectly normal.

I hope that helps!
